The monograph reveals the content and significance of the scientific, cultural, educational and socio-political activities of A. P. Sapunov, V. K. Stukalich and L. M. Solonevich in the context of the development of the Belarusian national movement and the formation of the Belarusian statehood; it shows their role in the socio-political processes of Belarus in the second half of the 19th – first quarter of the 20^th centuries. The book characterizes the liberal direction in Western Russianism, presents the main milestones in the life path of A. P. Sapunov, V. K. Stukalich, L. M. Solonevich, their development in the scientific and social spheres; examines their views on the history of Belarus, Belarusian-Polish relations, and the national development of Belarusians within the Russian Empire. The authors reveal the socio-political activities of A. P. Sapunov and V. K. Stukalich, their participation in the creation and functioning of the Vitebsk department of the “Union of October 17” and the Belarusian People's Union, show A. P. Sapunov's defense of the interests of the Belarusian people in the III State Duma, the struggle of L. M. Solonevich against the “polonization” of Belarusians on the pages of the newspapers “Moskovskie Vedomosti”, “Belorusskaya Zhizn”, “Severo-Zapadnaya Zhizn” and at the head of the Vilnius “Belarusian Society”. For the first time, a new source is introduced into scientific circulation — “Belarusian Letters” by L. M. Solonevich.
